It declared that all slaves in Confederate-held territory were to be set free and were considered to be forever free from bondage. But, it provided the stage for the eventual abolition of slavery and helped to redefine the meaning of freedom and citizenship in America. Hence, the Emancipation Proclamation marked a significant shift in the course of the Civil War.
